General Standard — 4 Qualifying Pathways

Under 7 CFR 210.11(c)(2), a product qualifies if any one of these is true: (1) the first ingredient is a whole grain, fruit, vegetable, dairy, or protein food; (2) the grain product is ≥ 50% whole grains by weight; (3) it’s a combination food with ≥ ¼ cup fruit or vegetable; or (4) water is first and the second ingredient is a qualifying food.

USDA tightened flavored milk sugar limits: 10 g per 8 oz at elementary schools and 15 g per 12 oz at middle and high schools.

Common Mistakes to Avoid

Errors that lead to incorrect compliance results

Using whole-package values instead of per-serving

Always use per-serving nutrition values. If a bag has 2 servings, the per-serving numbers are what matter — not the whole bag.

Confusing sugar % by weight with grams

The USDA limit for total sugars is 35% of the item's weight, not 35 grams. Calculate: (sugars grams ÷ serving weight grams) × 100.

Skipping the general standard check

A food can pass all the nutrient limits and still fail the general standard. Four pathways qualify under 7 CFR 210.11(c)(2): (1) first ingredient is a whole grain, fruit, vegetable, dairy, or protein food; (2) grain product with ≥ 50% whole grains by weight; (3) combination food with ≥ 1/4 cup fruit/vegetable; (4) water is first ingredient and the second ingredient qualifies.

Applying snack limits to entrées

À la carte entrées have higher calorie (350) and sodium (480 mg) allowances than snacks and side dishes (200 kcal, 200 mg sodium).
